US West Coast Q3 Rate Analysis — BAF, Carriers' Strategy Shift

Since early August, US West Coast rates have traced a “rise-then-flatten” curve — rumored USD 300/40HQ GRI in early August, with actual September spot rates only USD 150–200 above late-July levels.

1. Drivers of this round

Tariff expectation shift The May US–China tariff adjustment gave marginal upside to furniture, appliances, and textiles; some shippers pulled cargo forward. July–August USWC port arrivals grew 8–12% YoY.

Port congestion rebound Late-July labor negotiations slowed LA/LB terminal productivity 6–8%. Anchorage waiting time stretched from 1.5 to 2.5 days, eating into effective capacity.

Seasonal restocking Amazon Prime Day (July 16–17) plus forward-looking holiday lead times pushed August USWC FCL demand far past supply.

2. Carriers’ long-term strategy shift

Since the 2024 dissolution of the three alliances (2M, Ocean Alliance, THE), carriers pivoted from “race-on-price” to “protect-margin”:

  • Service shrinkage on alliances: Direct calls at secondary ports cancelled, requiring transshipment.
  • Less price transparency: More low-open-high-routed transshipment quotes.
  • Space allocation tightens: Popular port slots prioritize long-contract customers.

3. Practical advice for shippers

Cargo type Recommended strategy
Furniture, full containers Lock 6+ month contracts for priority space
FBA LCL (loose cargo) Track AYC’s weekly LCL rate sheet for flexible combination
Time-sensitive replenishment USWC fast vessel + booked trucking to FBA

4. 3-month forward view

AYC forecast: rates stay flat through October–November, then re-tighten in December (pre-CNY). High-volume shippers should sign Q1 contracts by end of October — miss that window and late-January cargo pays through the nose.
