Cross-border FBA Policy Changes 2026 — Labeling, PFSN, Returns

Amazon updated several FBA policies in 2026 with direct impact on small and mid-size sellers. Below is AYC’s breakdown of the key changes.

1. Stricter product labeling

  • Carton + product labels must include SKU + FNSKU dual codes: External carton marks now need FNSKU alongside SKU, or the warehouse refuses receipt.
  • Mandatory “FRAGILE” labels for breakables: Non-standard boxes over 30×30 cm need additional heavy/fragile stickers.

Tip: Send carton-mark templates to AYC’s in-warehouse labeling team early. 200+ units of single SKU qualify for pre-labeling service.

2. PFSN entry network

PFSN (Preferred Fulfillment Service Network) is Amazon’s curated network of qualified carriers.

  • Priority entry: PFSN-approved carriers get 24-hour appointment slot.
  • Penalty track: Non-PFSN carriers face higher rejection rates and IPI score impact.

AYC is on Amazon’s PFSN approved-carrier list, ensuring smooth FC delivery.

3. REMOVAL ORDER warehouses expanded

Notes for long-time sellers:

  • Six new return warehouses added (LGA6 East Coast, EWR4 New Jersey etc.); processing time cut from 14 days to 7.
  • Sellers not retrieving goods for long periods now face USD 0.5/cubic foot/month storage detention fees.

4. IPI performance upgrade

IPI scores below 400 now block new shipment creation. Keep IPI ≥ 450 baseline, mainly by:

  • Faster shipment velocity (Amazon watches 30-day shipment rate)
  • Capacity ratio below 80%
